Is there a size limit at Liberty Harbor? And how difficult was it to navigate the roads from the highway/main road into LH?

As far as traffic is concerned it wasn't to bad, that said we relied heavily on our phone GPS to get us to & from the highway to the campground.
Campground is 5 blocks to NJ path rail which takes you into NYC
