For those on a budget who can dry camp, Liberty Harbor has some no-hookup sites (kind of an overflow area) on the other side of the park (away from the office). We were in the W/E section last August, but one evening we walked to the no-hookup section and talked to a nice family. They told us it was $50 a night, not bad for being so close to the PATH subway that takes you right into NYC.
Yes, Liberty Harbor is basically a parking lot, but we'd stay there again, perhaps in the no-hookup section. My wife had been to NYC before, but it was my first time and we really had a good time!
