I think that's the case. They keep X number of sites plowed open in the winter, and the rest are subject to natural accumulation.
Some parks are OK with camping on "closed" sites, some aren't. I've never visited this park in the Winter, however I go to Ludington often and they've never refused my money for a closed site. Just can't pay for it over the yellow phone, need to use the iron ranger instead.
I picked a 30a site for my trailer and a buddy is taking a cabin for his family, rather than setting up tents on potentially soggy ground.
