I'm betting the owners started out fresh with great personalities and customer service, but were gradually reduced to their current attitude and rule book due to people taking advantage of them.
Could they have let a car with 3 people drive in to pick someone up and then immediately return? Sure, but then they would have to use additional resources to make sure that they did just that. As business owners with lots of guests, do you think they have the time for that? I don't.
Upon getting burned continuously, they morphed into the people that they are now - getting flamed on the internet by a bunch of axe grinders with a list of lawyers on their Rolodex.
On edit the KOA in question has a 7.5 rating on RV Park Reviews. Most of the current reviews are pretty good. People seem to enjoy being in a quiet place with scenic views where the rules are enforced.
