Seaweed on the beach is a natural event.
The Florida State Park system, will not interfere with any natural event, so decomposition may be a problem.
The Trip Advisor post that complained also said there was a "red tinge."
It is more than likely that a Red Tide was there also. It is an algae bloom that also stinks, and irritates breathing. It occurs every summer along the Gulf Coast.
