Hey! I didn't make the rule, nor am I responsible for the enforcement of same. Don't shoot the messenger.
When we hosted in Florida and picked up trash in the campground, we were instructed to only pick up man made items. Do not pick up any "natural" items, such as sticks or branches, or palm leafs, etc. After awhile the roads sure looked lousy because of this.
If you needed to trim a scrub palm leaf, you had to have the permission of the biologist first! Yet, in other areas, the state is trying to eradicate them!
This is a policy that has been carried way to far!
The motto of Florida State Parks is: "The Real Florida." I say it is getting a little too real.
On edit: Hundreds of miles of the Gulf Coast get seaweed every summer, not just Bahia Honda, and no one cleans it up. Just sayin'
