As far as DC goes CH caters to the DC touring crowd. Others parks may claim to or would like to have the DC business but they are not committed to DC touring RV'ers like Cherry Hill.
There are cheaper alternatives to Cherry Hill but you need to know the DC metro area a bit to take advantage of those places. Cherry Hill is the best choice for seeing DC if you are from out of town and not familiar with the DC area.
The OP requested Balto.Annapolis,DC. KOA Millersville is centrally located.

All of the VA places while decent choices for DC are not convenient to Balto. and Annapolis.
