To be fair to the OP, if you zoom out of that view and look to the north west, you'll see what looks to be a treatment plant with a few lagoons.
I don't see what you are talking about. I see the checmical and oil plant on the peninsula there, They have 3 rectangular ponds on it, but can not say they area sewage treatmant plant.
