I can only tell you what's happened around me, and suggest maybe it's the same situation.
BLM states it's no longer capable of administering a lot of these campgrounds. They've had budget cuts and increases in cost. Their solution was to take campgrounds that tend to cost them more money and either sell them to the state or lease them out to campground companies.
So now we have campground companies raising fees and changing some rules in our formerly BLM campgrounds. Fed Forest Service has done the same in several high traffic areas.
In some cases, it brought much needed improvement, in others it made it worse, in still others it changed nothing. In all but one very high traffic area, it always raised rates. That one spot was already $20 a night.
