Exactly.
All sorts of people who work for the government (state, local, federal) are under intense pressure to provide more services without raising taxes. Since government programs already tend to have far, far less overhead and waste than private companies, the solution tends to be user fees.
Personally, I think this is a completely unethical situation. The reason we chose to create a representative government in the first place was to 'provide for the common defense, promote the general welfare,' etc. In other words, to do things that benefit everyone. User fees are antithetical to that.
In the construction business where I live, permit fees are now more than the cost of materials for building a house. This is wrong -- safe buildings benefit everyone, not just the people living in them. I sure as heck am glad my neighbor's houses meet fire code.
