To me this is why Salida East should be kept as a dispersed camping spot. There's already a pit toilet there, so one shouldn't find TP and waste laying around. If this area is converted to a pay CG, those boondockers will go elsewhere and there probably won't be toilet facilities there. Hence, more waste and trash in an entirely different area.
