You have nailed it. The chief complaint against the site is the very few slobs who leave trash and the few who do not know there are toilets at the boat ramp a few hundred yards away. (because there are no signs to the toilets-- simple solution).
People who do not think very far ahead assume making it a pay site will solve the problem- in fact it will drive campers to one BLM site across the river which is less accessible and to other BLM sites around Salida not on the river and to the Walmart parking lot--- none of these sites have toilets - the results are obvious.
