I agree with you that often the State Parks are nicer- Last year we spent several months traveling around Texas and stayed in over a dozen of their state parks- most were very well run. Though I do like the BLM ones along the river near Moab.
In the case of Salida East there are already a bunch of AHRA/state parks all along the river as well as dozens of commercial ones- so it is not like they are meeting any need.

Given the number of people that have "Discovered" or are now trying to utilize the area down there land management is going to be tough. In my life I've been lucky in that a child, my father had a job that took us all over the western states, and he loved to explore so I got experience so very much of that region of the US back when people were few and far between. Then again, there were a lot of areas that you could get to in a vehicle back then that have since closed off, making exploring more difficult as I've aged, and can't do the long multi day hikes anymore. Back then, the Moab area was drying up because of the closing of the mines, and people, even in Arches NP were few and far between.
Brings up the thought, how many remember back when getting from blanding to Hanksville via the new bridge near Hite Marina was all dirt road? It was all dirt to from hwy 24 to Goblin Valley and you had the place to yourself If you went there as well. No one knew where any of the slot canyons down there were back then, now there are traffic jams in them, and you're hard pressed to find anywhere where you can go the day without running into multiple people. I'm not sure what the answer is on how to manage things given the large number of folks visiting the area.
