Second, and most significantly, many, if not most, of the bad guys will not buy passes and will fail to display the required sticker. That will result in a hefty ticket. Second and third offenses could result in harsher penalties.
I just don't think that this will be a deterrent, Dan. I've said many times that the 3 things I've never seen in the wild, in the 8 years we've been almost exclusively boondocking, are FS Rangers, BLM Rangers, and bears. And I think that the reason applies to all three. The Rangers have to be where the largest concentration of campers are and that isn't us. It would be a waste of their time to patrol the boonies. The same with the bears, they go where the largest concentration of food is found and, again, that's not us.
In the end, the fee would just be a fine on the law abiding boondockers. I vote nay.
