By "elitist" he also might have meant those of us responsible RV boondockers who can scrounge up enough money to willingly spend, say, special $10-$20 per day usage fees to drycamp - on public lands no less - out in the middle of nowhere off roads in special areas that have long since been otherwise closed, and where ATV's and offroad motorcycles are no longer allowed. In other words, pay public land daily use fees over and above our tax monies for controlled access to areas that are serene, beautiful, and remote where all one can do is sit and look at the views, or sit and look at the night skies, or hike or not hike ... to take pictures, to fish, to rock hound, etc. ... all in relative security and quietness.
Many folks would call that elitist. I call it controlling access to public lands ... through use of price and exclusivety-rules ... so as to better keep trash and abuse in check for the enjoyment of a certain paying class of RV campers and car tent campers. The remaining other millions of acres of public land could be kept as is for drycamping use with no fees and with engine powered toys allowed. :C
