Not policies. The courts. Some segments of the environmental industry want the entire national system turned into wilderness areas with little to no public access, and no use of any kind. They have been successful in twisting and manipulating the law with sympathetic judges to tie the FS hands. Good intentioned but ill-written environmental laws make it illegal to practice sound forestry on National Forest lands.
