Yes, and most highways don't look like that now. What changed? Multiple things:
- Education and culture -- People used to litter because it was what everyone did. It was normal and acceptable. Now it's embarrassing -- if someone litters, they probably do it sneakily.
- Volunteers -- All those 'adopt a highway' groups.
- Government action -- Laws against littering, funding for PSAs and signs, community service workers sent to clean up litter, etc.
We could do all of these things in the forests.
