Bryce Canyon Pines CG, about 4 miles west of the 63/12 junction which leads into the Bryce City and the NP. We looked at a few in the area in 2015, and they seemed more than reasonably priced, and had just redone their shower building. Also had food and gas on site.

They were cheaper w/FHU than the NP campgrounds. They raised the NP CG prices to pay for the improvements to the bathrooms and addition of the asphalt walking/cycling trail. $30/night for bathrooms?
btw, there's a little pizza joint in Tropic - eat in or take out - if you like that kind of option for food. It's licensed for alcohol. We eat there at least once every visit. Also recommend the Cowboy Pot Roast or the buffet at Ruby's Inn in Bryce City.
