If you want to do the research, well, the answers to all your questions are gettable. Call the local zoning people, ask if an RV park is allowed, what permits will cost. Call an electrician and a sewer guy. If you don't know good ones, call the electrical supply and plumbing supply houses (the ones that sell to pros, not home depot) and ask who they recommend.
Being a contractor, organizing a construction job, is a lot of work, but you can do it if you want to.
Is their land even in a place that tourists want to go?
No def not where tourists want to be , it's far outside the city , but they said its close ish go some horse track idk, I think they're more betting on a long term community of residents who have little other options ,they want it to be a kind of rural artists haven.
If it's any kind of feasible I don't mind trying to steer them the right way but if they're absolutely way off the budget mark then idk what I'll do, I guess detach be I don't see them stopping. I'm just trying to assess before I take a stance if that makes sense be maybe they know things I don't and I'm too quick to judge
