Shawnee state park would be my pick. Nice park with lodge, and nice campground with electric and water. About ten miles out of Portsmouth. If you go into Portsmouth, be sure and go to the old part of near the river and look at the murals painted on the floodwalls, and if you want good food, be sure you go to the Scioto Ribber. Best steaks and ribs in Ohio, all cooked outdoors.
Just to clarify, Shawnee has electric at the sites but water spigots throughout the park but not at each campsite. :) - armadillo_17ExplorerNational Forest Service Rec site, Lake Vesuvius. Has 2 campgrounds, on a ridge, the other in a loop. Central Water Points, and electric. About 20 miles from Portsmouth.
Lake is really pretty, don't know about the fishing, when we were there a concessionaire had paddleboats and canoes for rent. - traindriverExplorerShawnee state park would be my pick.
