On the Canadian side you can buy passes that include some of the attractions and rides on the People Mover. Google Niagara Falls Ontario and you'll get enough info to keep you reading for days. Some of the campgrounds offer a shuttle or a local bus stops - not exactly sure of the details as we live nearby and don't camp.
