I've stayed at both the KOA & the Belle Fourche River Campground in the park. Both have sites that have a good view of the tower, although both also have sites from which you don't have a view.
If you can dry camp, I prefer staying in the park. At times, there is a long wait at the entrance station to the park if you are staying at the KOA.
