Maybe the one at Red Rock Canyon. Primitive BLM camp, close to town.

Further out, some of the campgrounds at Lake Mead NRA say they are open all year. You can use a federal senior pass here.

Valley of Fire is pretty, but it is a state park and more expensive if that matters.
