In a couple days I may be able to offer some insight. Not a returning snowbird, but a similar situation.
My brother sold his home in Cabo and packed up everything to his pickup and cargo trailer to return to Canada.
He has so far driven from the tip of the Baja and successfully crossed the border to the US. The border crossing at Tijuana was surprisingly packed. I think he was about 3 hours in the lineup before reaching a booth. He was flagged for a secondary inspection, which only took about 15 minutes after the 1 hour delay before they got to him. So that crossing went well, including bringing a Mexican dog with him.
They gave him 2 weeks to get to Canada. No quarantine. He had a covid test before crossing, it was negative. He has not had the vaccine.
He is in Oregon now, and will head up 97 to cross at Oroville Wa, likely on Sunday.
I can report later on how that goes, if he has to quarantine etc.
