I dont think Guvmints have worked it out as of yet since the vaccines are not generally available, But , I would expect something like that to happen next spring as the numbers vaccinated grows.

Such a requirement will likely be very slow to be rolled out. First and foremost it will be politically problematic for a government to offer such a service if it isn't available to the general public. Imagine the uproar if certain groups get the freedom to travel because they are in a class of risk that gets the first doses of vaccine while others are down the list.
Second, any such vaccine card would likely have to be standardized, registered or certified in some way, otherwise people would just print out fake forms off the internet (see service dog vests and the like). That would be yet another wave of bureaucratic red tape that would need to be created, implemented and rolled out across the borders. Much easier said than done.
Should an instant test for antibodies be developed, I could see that as being a more likely candidate as a requirement to cross borders or board airlines. But the most likely candidate of all is in a year COIVID will have been knocked down to a background level in severity (due to advances in treatment), the spread will become much less widespread due to vaccines, acquired immunity and a general change in behaviors (a lot of people just plain get used to not congregating in confined spaces and that doesn't change when COVID fades away). Then COVID will just be another disease you might get and governments and politicians will no longer care if you cross their border while infectious.

The "yellow card" and the international agreements already exist. I think it is only necessary for the yellow fever vax any more. The other vax information is just for information only.

The yellow fever needs quite a bit of info on you and the vaccine, plus signatures and a stamp from a authorized vax center. So, the framework is there. Will there be fraud? Sure, but a lot of risk to take to avoid a pretty cheap shot that could save your life.

From Wikipedia, Yellow Card is an international certificate of vaccination (ICV). It is issued by the World Health Organization. It is recognised internationally and may be required for entry to certain countries where there are increased health risks for travellers. The Yellow Card should be kept in the holder's passport, as it is a medical passport of sorts.

Some employers also use it to make sure you are up on your shots before company travel. The dog has hers, I have mine. Canada really wants to keep rabies out.

I still have my yellow book from the sixties when you still needed an up to date smallpox booster for travel to Europe.

Canadian dogs also need an up to date rabies certificate to enter the US.

Might also depend on what vaccine you got. Like the tests i dought they are all equal.

When the Canadians are ready to open the border...they feel sufficiently safe...our neighbors will open the border. This too will pass.

Assuming these 90% plus vaccinations hold true and have a decent duration of immunity...they probably won't bother.

Once a country can vaccinate it's own population, it's not particularly important to worry about people coming in having the virus.

At worst, they might do something short term before widespread vaccinations are possible.

Most of the issues we see now are because it's a brand new virus, so everyone is susceptible. If 90% of the population is immune, any introduction will almost immediately fizzle out.
