We worked at Camp Hatteras last summer. Great place to stay. All paved with concrete pads for your rig. Yes, it was hit by a hurricane last July 4th weekend, but we had it cleaned up and reopened 2 days after we were allowed back on the island. (Mandatory evac)
We stayed on the sound side since you could actually see water and sunsets were remarkable over the Pamlico Sound. And yes, golf carts are allowed. Usually quieter on sound side to since everyone want to be on the ocean side...
