Davis Mountains is about the only "coolish" place I know. Even that can get pretty steamy in summer. When we were there a few years back in July I think we hit 90+. Then again, that may seem downright icy for you compared to 114 in Monterrey.
If you have time you can head over to NM to some of the higher spots there. You will definitely be able to cool off there.
