In Texas in August the plan is to move from air conditioned building to air conditioned building, using an air conditioned car if necessary. Park in underground parking garages if possible. Drink Sonic Slushes (slowly to avoid brain freeze) and eat spicy Tex-Mex (overheat your insides and your outsides will feel cooler). The good thing about August in Texas is the temperature can exceed 100, but the humidity cannot, thanks to Physics.
AC in car is required and my flavor is the blue poweraide slush.
