We have stayed at emma wood a few times and didn't encounter anything like that or see any homeless people. Been to every beach multiple times from jalama to Leo Carillo and we have never stayed at rincon. I would imagine there would be less homeless and theft over there since it's a further out north of ventura. My buddy stays at rincon a lot and he has never mentioned anythin about theft or any incidents.
