We served as park hosts at Emma Wood for 5 winter seasons. Generators and bikes were always being stolen. I don't know about Rincon, it's a Ventura County campground and Emma Wood is a state campground. When campers check in we gave them a printed page about thefts. Even one of the park hosts had a generator stolen. It's not the homeless that are stealing, it's thieves in vehicles that come in at 3 am with large bolt cutters. If you stay at either campground don't leave a generator outside.
