How big is your motorhome? And do you plan to actually drive it in The District?
There is parking at Union Station: http://www.unionstationdc.com/parking
Campground Options:
Cherry Hill (almost everyone stays here).
Bull Run Regional Park, Centerville VA (not as convenient)
Greenbelt Park (if you don't need electric).
You might want to consider having a reservation as DC is even more crowded than usual around the 4th of July weekend.
