Yes it may be regional, but when I hear primitive it means no services. But tent only sites would have at least elec. and water.
Out West, campgrounds with tent only sites MAY have water and electricity available but not at the sites.
Electricity only available in the bathrooms and water spigots spaced out around the campground.
