For those who have problems with C.O.E. campground accommodations, you have wheels, why not just move on and find something more to your liking? :R
I agree with you that COE campgrounds are usually excellent and often at a level of maintenance much better than USFS, BLM or NPS campgrounds.
However, there is no excuse for providing information that is unclear. If they want only tent campers, I am fine with that. But they need to clearly say it, so that people know what to expect.
Being good at developing and maintaining a campground is one thing.
Being good with communicating to the campground users is something different.
