Devil's Canyon UT or Windwhistle Campground -- Dump
Does either of these campgrounds have a dump/fill station?

Neither has a dump station. You'd have to go to Moab or south to Monticello and there are some gas stations that have dumps.
Both campgrounds are very nice. Wind Whistle is in the red rocks - scenic.
Canyonlands Nat'l Park - Needles has a very nice campground, too.
