As you quoted, I said "technically". There are many factors as I mentioned above. Will everyone who leaves a dog unattended get a warning or be sent away - no. But is it a risk you face every time you leave your dog unattended, yes. And what is acceptable in one state park, is not necessarily acceptable in another.
