We have family in the area and have stayed in this park many times, since it is the only one close. (There is a KOA near downtown SLC.)
Agree with some of the OP's points. Some of the sites are unusable for a large rig, but we now have a map and always know what sites to request. The office staff are usually good about this.
For a first time overnighter, it can be a memorable experience.
Don't agree about the people. We have never felt unsafe. But there ARE all kinds, as you might expect in a large urban setting.
On the good side, there is a large dog walk area.
