I can see where some customers might see it that way. We would be looking at it mainly as a deterrent to early arrivals. Besides any required site maintenance, it would also make it easier to perform uninterrupted cleaning and office work during that time frame.
If you own the park, you can make whatever rules you like...there may be consequences if you get too rigid about it but you can make the rules.
As long as they are up front and clear that is.
But really if everyone checks in early, that means you likely have time in the afternoon/evening to catch up on office work...if you are busy checking people in from 10am to 10pm...woohoo, you are doing great, hire someone to check people in.
I can see if you have a 1pm checkin time, taking issue with someone showing up at 8am...but if they show up at noon and the site is available, I don't see any advantage in being rigid about it.
The CG don't have to be totally rigid but they need to maintain order, otherwise everyone can just check in and check out anytime they please:S
If policy is 1:00 don't show up at 12:00 expecting to get in.
If check out is 11:00 don't plan to stay until 12:00.
It's really not up to the camper to decide what is appropriate
