Nice try my California homey. This has nothing to do with metrics, decision making or the basis of how CEO makes choices. It is all about Newsom thinking he is above the law.
Last time I checked, Newsom is subject to California Public Records Act but his reason for withholding was "because it is complicated and might mislead the public" (not permissible exemptions under the CPRA). Imagine that, a governor calling his people stupid (unable to understand complicated things) and that his citizens can be easily mislead.
