Yeah probably the best solution is a fairly short reservation window, non-refundable reservations (credit only) and a 14-day limit every 28 days in the entire state park system backed by vehicle registraton number identification. That would equally annoy everyone.
Some neighboring states have signifantly raised prices, handed off parks to municipalities or have simply closed parks. At least Florida's state park system is apparently healthy. It probably wouldn't be if all those snowbirds staying in state parks went to Texas.
