Last time I visited Mt Rushmore SD was mostly flat land. If going west from there you will encounter the Big Horn mountains. Suggest hwy 16 west from Buffalo WY. Or you could go west on I-90 and see Custer battle field then Yellowstone. Either drop down south out of Laurel MT to Cody or continue west and enter Yellowstone from north.
