On one winter trip, I was on my way to Naples, FL. to visit friends. I stopped in Pensacola to look around because I was stationed there in the Navy. There were people on the beach, but they were wearing light jackets and nobody was in the water. You need to be south of Orlando to enjoy winters on the beaches.
Also, if you intend to drive down to the keys, Key West is the only place with sand. They import it. The keys are a string of coral reefs. If you get in the water, wear shoes. The coral is very sharp.
