This is the one place where we choose the KOA which is about 5 miles east of town. We go there at least once each year and sometimes more. The dog park is small but adequate. We do have a large dog but we use the large park areas more than we do the dog park itself.
There are some nice shady spots down at the back of the park where we always stay, but that is our personal preference. There are plenty of nice sites all over the campground.
For what it's worth, the KOA is at the junction of US 290 and the Farm Road that goes out to Luckenbach (and on to Boerne and San Antonio for that matter.)
We are familiar with all the RV parks in Fredericksburg and we always choose the KOA. We are neither KOA fans or KOA bashers. We choose on a very specific basis whether to stay in a KOA or not.
