Arriving Sunday is part of your difficulty. Most of the folks I've met at Vogel wait until Monday afternoon or Tuesday to leave so as to avoid the line at the dump station. We've found Wednesday morning at Vogel is the best time to arrive to get the best choices of sites.
The folks at Vogel are great. We had a similar problem as yours one year about 11 years ago. The ranger went to the popups and redirected them to the popup section of the campground. Since then during their busy season, I've overheard them telling people with popups they HAVE to go to the popup section.
One of the best loops in Vogel is one of the least used and has larger sites. Most people I've noticed drive right on past it as if they don't see it. It's plenty quiet too. That's where we park with our larger rigs. Sites 22-31: just take the first right turn at the first bath house. We're usually there in winter so we don't mind sharing our secret. Happy camping.
Respectfully, I disagree. When trying to make reservations during the summer or fall seasons, the web site shows more empty sites on Sunday and Monday night than later in the week. The best chance at the largest number of available sites is Sunday, 9 times out of 10, and I base it on years of making reservations there. And if you like that loop up the hill to the right I'm happy for you, but with a 39 ft 5er I've checked those sites out and space to get in them is pretty tough.
Interesting: when I checked the website it shows Tuesday and Wednesdays as the least occupied during their Fall Festival. My truck and rig totalled 50 feet 15 years ago and I had no problem in that section. Plenty of room.
