Access to METRO is Cherry Hill's strong point. I haven't camped there, but have lived in the DC area for 40+ years. Cherry Hill has a bus stop that takes you to the METRO station, no need to drive and pay for parking at the station. They also do an orientation and are geared up to serve DC tourists. There are some nice county parks on the Virginia side, but you'd mostly have to drive to the METRO station, and that means an early start since parking fills up with commuters Monday - Friday. If you're going for a few days of Museums & Monuments on the Mall, you'll appreciate the convenience of Cherry Hill even if there are less expensive options.
X2, 3, 4 etc. Listen to NoVa RT and I have also lived in the DC area for 30+ years. Stay away from driving on I-95 south and as mentioned as a neophyte one should avoid driving anywhere around D.C. if possible. Don't try and save a few bucks over Cherry Hill since by the time you add in the expenhse of parking at even a Meto Lot or train station and the total time spent on public transportation you will be behind overall in the end.
