Great Basin: trailer limit of 24 ft, or is that combined?

Update -- just spoke with a really knowledgeable ranger, and she said that we would have no problem towing a very small trailer up to Wheeler Peak -- people do that all the time. I suggested to her that it might be helpful to make it clear on the website that the 24 foot limit is per vehicle, not combined length.
