We have had 3 trips there in the last year. For two of them, we were one of only 6-8 campers in the entire Smokemont campground. It was incredible! This last one, was Memorial Day weekend, and you could hardly get to Clingman's Dome. Still enjoyed the trip, but point is, you can find the park nearly empty if you time it right.
