6 years on the road full time and you will encounter a jerk at ANY CG in ANY state. IMHO It's a given part of camping.
Yes it is more probable on the weekends. Weekend Rv'ers are out their to party. We call them weekend warriors. In my younger days I was part of that scene too. Albeit 'I' was respectfully of other campers, but I did party my brains out! You have only got 48 hours before it's back to the old grind at work.
I don't find any actual harm in one dumb camper and I certainly do not let it ruin my day. As it rarely happens. Just saying.
