I don't really "haggle", but I do ask.
At privately-owned cg's I mention when contacting them that we're members of GS, PPA and the like and ask if any of those affiliations entitle a discount.
We don't generally stay at Camp Yogi or KOA (although we have a KKard that GHalf keeps renewing for some odd reason). At the chains, I figure "the price is the price", but would ask anyway.
CoE's honor our "gimp pass" and we usually ask at state parks if there are any discounts for joining their "Friends of" program. We ended up with two free nights at Skidaway plus a discount on the rest of our nights there by joining the Friends of GA State parks.
So ask? Heck, yeah. Haggle? Nope.
