Well my question is if it's intent is not to drive with it on the road or a highway then why attach it to the car? And the meaning of "Roadways" could be either campground roads or highways. but either for any distance with wheels this small is a recipe for disaster.
Roads, Highways, Trails, campground roads, cow trails, So what? Who cares? just a lotta nit picking to do over nothing.
