Reserveamerica very clearly states there is a $17.75 cancellation fee. Even if someone else comes along and reserves it, you still used their computer system and associated personnel to make that reservation. The cost for running the reservation system has nothing to do with costs incurred by the state park campground where you were planning to go.
We had to cancel at Dead Horse Point SP in UT a few weeks ago and we're also out the cancellation fee. We knew that was a possibility but accepted that risk when we made the reservation.
BTW, the eight weeks you were quoted is a CYA. My guess is you'll get your check inside of a month.

In Fl and most places, cancellations more than a week or two in advance you don't pay.
